Membangun Tata Kelola Sampah Yang Akuntabel Melalui Penerapan Good Governance Di Kota Medan

Permasalahan pengelolaan sampah di Kota Medan merupakan persoalan multidimensional yang membutuhkan sistem tata kelola yang transparan, akuntabel, dan berlandaskan prinsip good governance. Sebagai salah satu kota metropolitan dengan volume sampah harian yang mencapai lebih dari 2.000 ton, keterbatasan fasilitas, infrastruktur, serta rendahnya kesadaran masyarakat menjadi faktor penghambat utama dalam efektivitas kebijakan lingkungan. Penelitian ini bertujuan menelaah penerapan prinsip good governance dalam tata kelola sampah, dengan fokus pada aspek transparansi, akuntabilitas, partisipasi publik, dan efektivitas kelembagaan di bawah koordinasi Dinas Lingkungan Hidup (DLH) Kota Medan. Melalui pendekatan kualitatif dengan metode wawancara, observasi, dan analisis dokumen, studi ini mengkaji sejauh mana desentralisasi pengelolaan sampah yang diatur dalam Peraturan Wali Kota Medan Nomor 18 dan 19 Tahun 2021 berkontribusi terhadap peningkatan efisiensi dan keterlibatan masyarakat. Temuan penelitian memperlihatkan bahwa praktik good governance mulai terimplementasi melalui program edukasi lingkungan dan pengembangan bank sampah yang menumbuhkan kesadaran publik terhadap pentingnya pengelolaan sampah berkelanjutan. Meskipun demikian, sejumlah kendala seperti keterbatasan armada pengangkutan, minimnya dukungan anggaran, serta rendahnya partisipasi masyarakat masih menjadi tantangan krusial. Upaya DLH melalui optimalisasi sarana, peningkatan edukasi berbasis komunitas, serta rencana kolaborasi dengan sektor swasta menunjukkan arah transformasi menuju tata kelola yang lebih partisipatif dan efektif. Secara keseluruhan, penerapan prinsip good governance dalam pengelolaan sampah di Kota Medan telah meletakkan fondasi bagi sistem pengelolaan yang berkelanjutan, meskipun masih membutuhkan penguatan kapasitas teknis, kelembagaan, dan sinergi lintas sektor.
