Penelitian ini bertujuan untuk menganalisis pengaruh perceived usefulness, perceived ease of use, dan perceived trust terhadap intention to use QRIS mobile payment serta menguji peran cashless regulation sebagai variabel moderasi pada wajib retribusi pelayanan persampahan/kebersihan di Dinas Lingkungan Hidup dan Perhubungan Kabupaten Tuban. Penelitian ini dilatarbelakangi oleh meningkatnya implementasi pembayaran digital pada sektor pelayanan publik melalui program elektronifikasi transaksi pemerintah daerah (ETPD). Penggunaan QRIS dalam pelayanan publik dipengaruhi oleh persepsi manfaat, kemudahan penggunaan, kepercayaan masyarakat, serta dukungan regulasi non-tunai dari pemerintah. Populasi dalam penelitian ini adalah wajib retribusi pelayanan persampahan/kebersihan yang menggunakan QRIS sebagai metode pembayaran. Teknik pengambilan sampel menggunakan purposive sampling dengan jumlah responden sebanyak 125 orang. Pengumpulan data dilakukan melalui penyebaran kuesioner menggunakan skala Likert lima poin. Variabel penelitian terdiri dari perceived usefulness, perceived ease of use, perceived trust, cashless regulation, dan intention to use QRIS mobile payment. Teknik analisis data menggunakan Partial Least Square (PLS) dengan pendekatan Moderated Regression Analysis (MRA) melalui bantuan software SmartPLS versi 3. Hasil penelitian menunjukkan bahwa perceived usefulness, perceived ease of use, dan perceived trust berpengaruh positif dan signifikan terhadap intention to use QRIS mobile payment. Selain itu, cashless regulation mampu memoderasi hubungan antara perceived usefulness, perceived ease of use, dan perceived trust terhadap intention to use QRIS mobile payment. Temuan ini menunjukkan bahwa dukungan kebijakan pemerintah terkait transaksi non-tunai dapat memperkuat penerimaan masyarakat terhadap penggunaan QRIS pada pembayaran retribusi pelayanan persampahan/kebersihan. Penelitian ini diharapkan dapat menjadi bahan pertimbangan bagi pemerintah daerah dan penyedia layanan pembayaran digital dalam meningkatkan efektivitas implementasi transaksi non-tunai berbasis QRIS.
