Abstract

Penelitian ini bertujuan menganalisis implementasi Data-Driven Village Development pada desa-desa di Provinsi Kepulauan Bangka Belitung dengan menekankan pada pemanfaatan data pembangunan desa dalam proses perencanaan dan pengambilan keputusan. Pendekatan penelitian menggunakan metode campuran (mixed methods) dengan desain deskriptif-eksplanatori. Data kuantitatif dikumpulkan melalui survei terhadap aparatur desa yang terlibat dalam pengelolaan sistem informasi dan pendataan SDGs Desa, sedangkan data kualitatif diperoleh melalui wawancara mendalam, observasi sistem, serta studi dokumentasi perencanaan desa. Analisis kuantitatif menggunakan Structural Equation Modeling berbasis Partial Least Square (PLS-SEM), sementara analisis kualitatif dilakukan melalui teknik analisis tematik. Hasil penelitian menunjukkan bahwa desa-desa di Bangka Belitung telah memiliki fondasi data yang relatif kuat melalui pendataan SDGs Desa yang menghasilkan basis data mikro keluarga dan individu secara komprehensif. Namun demikian, tingkat pemanfaatan data dalam pembangunan desa masih belum optimal. Data lebih dominan digunakan untuk kepentingan administratif dibandingkan sebagai dasar analisis kebijakan pembangunan. Faktor yang mempengaruhi kondisi tersebut meliputi keterbatasan kapasitas literasi data aparatur desa, kualitas dan kemutakhiran data yang belum konsisten, keterbatasan infrastruktur digital wilayah kepulauan, serta belum terintegrasinya sistem informasi desa secara interoperabel. Dukungan kelembagaan dan kepemimpinan desa terbukti berperan signifikan dalam mendorong pemanfaatan data pembangunan. Penelitian ini menyimpulkan bahwa implementasi pembangunan desa berbasis data di Bangka Belitung masih berada pada fase transisi dari ketersediaan data menuju pemanfaatan data. Penguatan ekosistem tata kelola data desa menjadi prasyarat utama dalam mewujudkan pembangunan desa yang presisi, adaptif, dan berkelanjutan.
