Perilaku, Kepemimpinan, dan Budaya Keselamatan: Kajian Manajemen SDM terhadap Efektivitas Penerapan K3 di PT Dok dan Perkapalan Air Kantung

Keselamatan dan Kesehatan Kerja (K3) tidak hanya berfungsi sebagai sistem perlindungan tenaga kerja dari risiko kecelakaan dan penyakit akibat kerja, tetapi juga mencerminkan kualitas pengelolaan sumber daya manusia dalam suatu organisasi. Penerapan K3 yang efektif menuntut keterpaduan antara aspek teknis dan aspek perilaku, termasuk peran kepemimpinan serta budaya keselamatan yang berkembang di lingkungan kerja. Penelitian ini bertujuan untuk mengkaji keterkaitan antara perilaku pekerja, gaya kepemimpinan, dan budaya keselamatan terhadap efektivitas penerapan K3 di PT Dok dan Perkapalan Air Kantung (DAK). Penelitian menggunakan pendekatan kualitatif-empiris dengan teknik pengumpulan data melalui wawancara mendalam, observasi langsung di lokasi kerja, serta telaah dokumen kebijakan dan laporan keselamatan perusahaan. Analisis dilakukan secara deskriptif untuk mengidentifikasi pola penerapan K3 dan faktor-faktor yang memengaruhinya. Hasil penelitian menunjukkan bahwa implementasi K3 di PT DAK telah dilaksanakan melalui penyediaan alat pelindung diri, pemasangan rambu keselamatan, serta pelatihan dasar bagi pekerja. Namun demikian, efektivitas penerapan K3 belum optimal. Kepemimpinan keselamatan masih cenderung bersifat instruksional dan belum sepenuhnya partisipatif, budaya keselamatan belum mengakar dalam nilai organisasi, dan perilaku aman pekerja belum menjadi kebiasaan kerja yang konsisten. Temuan ini menegaskan bahwa keberhasilan penerapan K3 sangat dipengaruhi oleh faktor manusia, khususnya peran pemimpin dalam menanamkan nilai keselamatan, mendorong keterlibatan aktif pekerja, serta membangun budaya kerja yang sadar risiko. Oleh karena itu, penguatan kepemimpinan partisipatif dan internalisasi budaya keselamatan menjadi strategi utama dalam mewujudkan sistem K3 yang berkelanjutan dan berbasis pada pengembangan sumber daya manusia.
