Flood Disaster and Business Continuity of Micro, Small, and Medium Enterprises in Padang: (Finance, Operational and Marketplace Risk)

Bencana banjir yang melanda Kota Padang pada akhir November 2025 menimbulkan dampak signifikan terhadap keberlangsungan usaha mikro, kecil, dan menengah (UMKM), yang sebelumnya telah berada dalam kondisi rentan akibat melemahnya daya beli pascapandemi Covid-19. Di tengah keterbatasan penelitian yang membahas keterkaitan antara bencana alam dan ketahanan UMKM, studi ini bertujuan untuk menganalisis dampak banjir terhadap kelangsungan usaha serta strategi adaptasi yang dilakukan pelaku UMKM. Penelitian ini menggunakan pendekatan kualitatif melalui studi literatur, wawancara mendalam, dan observasi lapangan untuk menggambarkan tingkat kerentanan, dampak operasional, serta respons UMKM terhadap gangguan yang terjadi. Hasil penelitian menunjukkan bahwa dampak banjir tidak hanya dirasakan oleh UMKM di sekitar pusat bencana, tetapi juga oleh pelaku usaha secara luas akibat rusaknya infrastruktur publik, terputusnya akses jalan, dan terganggunya pasokan air bersih dari PDAM, yang menyebabkan terhambatnya rantai pasok dan aktivitas produksi. UMKM yang berada di lokasi terdampak langsung bahkan mengalami kerugian besar hingga penutupan permanen akibat kerusakan atau hilangnya tempat usaha. Sementara itu, UMKM di wilayah terdampak tidak langsung harus menghentikan operasional sementara hingga kondisi kembali normal. Kerentanan UMKM semakin tinggi pada usaha yang tidak memiliki dana darurat dan memiliki margin keuntungan yang kecil. Di sisi lain, pemanfaatan digital marketing dan penjualan daring terbukti membantu mempertahankan aktivitas usaha ketika toko fisik tidak dapat beroperasi. Temuan ini menegaskan pentingnya perancangan strategi mitigasi bencana yang melibatkan pemerintah, masyarakat, dan akademisi, khususnya melalui dukungan pembiayaan, perbaikan infrastruktur, serta penguatan manajemen risiko berbasis keberlanjutan.
