Abstract

​Sektor perkeretaapian Indonesia menghadapi tantangan ganda antara pemenuhan mobilitas massa dan tuntutan dekarbonisasi. Penelitian ini bertujuan mengkaji penerapan prinsip ekonomi sirkular dalam layanan operasional kereta api di Indonesia dengan mengidentifikasi faktor keberhasilan serta hambatan strukturalnya. Menggunakan pendekatan kualitatif melalui studi literatur sistematis, penelitian ini menganalisis dampak lingkungan lokomotif diesel dan potensi mitigasi melalui strategi pengurangan, penggunaan ulang, dan daur ulang material komponen. Hasil penelitian menunjukkan bahwa digitalisasi dan adopsi teknologi seperti Smart Mobility serta kereta cepat efektif meningkatkan efisiensi energi dan memperpanjang siklus hidup aset. Studi kasus pada proyek Kereta Cepat Jakarta-Bandung dan jalur utama Jakarta-Surabaya membuktikan bahwa elektrifikasi mampu mereduksi emisi hingga 50% dalam kurun 5-10 tahun. Secara ekonomi, model sirkular diproyeksikan menghemat biaya operasional hingga 30% melalui efisiensi sumber daya dan penciptaan nilai ekonomi dari pasar sekunder komponen daur ulang. Namun, transisi ini masih terkendala keterbatasan finansial, budaya organisasi, dan ketergantungan pada bahan bakar fosil. Faktor penentu keberhasilan mencakup kebijakan pemerintah yang konsisten, akses pendanaan hijau, dan kolaborasi strategis antar pemangku kepentingan. Penelitian ini merekomendasikan pembentukan badan koordinasi nasional ekonomi sirkular dan pengintegrasian indikator keberlanjutan dalam kontrak kerjasama publik-swasta. Implementasi strategi ini penting untuk meningkatkan daya saing global industri perkeretaapian nasional sekaligus mendukung pencapaian target Sustainable Development Goals (SDGs) di Indonesia.
