Antara Komitmen dan Realita: Studi Kualitatif Terhadap Kebijakan Pemerataan Pendidikan di Wilayah Terpencil Merauke

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pemerataan pendidikan di wilayah terpencil Merauke, khususnya di Distrik Okaba, serta mengungkap dinamika, tantangan, dan respons lokal terhadap kebijakan tersebut secara mendalam. Menggunakan pendekatan kualitatif dengan desain studi kasus deskriptif, penelitian ini mengeksplorasi secara kontekstual pelaksanaan kebijakan pendidikan di daerah 3T (tertinggal, terdepan, dan terluar). Pemilihan lokasi penelitian dilakukan secara purposive berdasarkan indikator seperti keterbatasan akses transportasi, minimnya guru tetap, dan rendahnya capaian pendidikan dasar. Teknik pengumpulan data meliputi wawancara mendalam dengan informan kunci (kepala sekolah, guru, dinas pendidikan, tokoh masyarakat, dan orang tua), observasi partisipatif di lingkungan sekolah, serta studi dokumentasi terhadap kebijakan dan data pendidikan daerah. Data dianalisis menggunakan model analisis interaktif yang mencakup reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi kebijakan pemerataan pendidikan di wilayah terpencil masih terkendala oleh persoalan struktural, geografis, dan kelembagaan. Ketimpangan distribusi guru, keterbatasan infrastruktur, serta pendekatan kebijakan yang belum kontekstual menjadi hambatan utama. Selain itu, kurangnya pelibatan masyarakat lokal dalam perumusan dan pelaksanaan kebijakan menyebabkan intervensi pemerintah tidak efektif dan kurang berkelanjutan. Penelitian ini menekankan pentingnya pendekatan partisipatif berbasis komunitas, penguatan kapasitas lokal, serta penyediaan sumber daya pendidikan yang memadai untuk mewujudkan pemerataan pendidikan yang adil dan inklusif di wilayah terpencil seperti Okaba, Merauke
