Analisis Perbandingan RAB Kontraktor dan AHSP 2026 pada Proyek Club House Juniper – Khaya PGV Cimanggis, Depok

Ketepatan Rencana Anggaran Biaya mendukung kecukupan dana dan pengendalian biaya proyek, tetapi metode kontraktor dan Analisis Harga Satuan Pekerjaan 2026 menggunakan struktur biaya yang berbeda. Penelitian ini membandingkan RAB kontraktor dengan RAB AHSP 2026 pada Proyek Club House Juniper-Khaya PGV Cimanggis, menentukan estimasi yang lebih ekonomis, dan menelusuri item dominan pembentuk selisih. Penelitian menggunakan pendekatan kuantitatif dengan desain deskriptif-komparatif dan teknik sampling jenuh terhadap seluruh item Bill of Quantity. Data meliputi RAB kontraktor, volume pekerjaan yang sama, koefisien sumber daya AHSP 2026, harga dasar upah, bahan, dan peralatan tahun 2026, serta spesifikasi teknis proyek. Biaya setiap item dihitung dari perkalian volume dan harga satuan. Selisih nominal dan persentase deviasi menggunakan AHSP 2026 sebagai dasar pembanding. RAB kontraktor sebelum PPN mencapai Rp12,600 miliar, sedangkan RAB AHSP 2026 mencapai Rp13,458 miliar. Nilai kontraktor lebih rendah Rp857,609 juta atau 6,37%. Pekerjaan struktur atas menghasilkan selisih terbesar Rp247,884 juta atau 23,84% dari nilai AHSP. Pada kelompok ini, harga satuan beton ready mixed dan bekisting kontraktor lebih rendah 9,31% dan 41,07%, sedangkan pembesian lebih tinggi 1,47%. Perbedaan dipengaruhi koefisien dan upah tenaga kerja, harga material, asumsi peralatan, produktivitas, sistem pengadaan, biaya umum, dan keuntungan. Metode kontraktor lebih ekonomis secara nominal, sedangkan AHSP 2026 menyediakan acuan transparan untuk verifikasi harga dan pengendalian biaya.
