Respons Politik Lokal terhadap Inflasi dan Dampaknya pada Stabilitas Pemerintahan Daerah di Indonesia

Abstract

Lonjakan inflasi bahan pangan yang berulang di berbagai daerah Indonesia telah mendorong pemerintah pusat dan pemerintah daerah membangun beragam instrumen kelembagaan dan komunikasi politik untuk menjaga stabilitas harga sekaligus stabilitas pemerintahan. Artikel ini bertujuan menganalisis secara kualitatif ragam respons politik lokal terhadap inflasi serta dampaknya terhadap stabilitas pemerintahan daerah di Indonesia. Dengan menggunakan metode analisis dokumen kualitatif (qualitative document analysis) terhadap peraturan perundang-undangan, surat edaran, risalah rapat koordinasi, dan pemberitaan resmi pemerintah periode 2013–2025, penelitian ini mengidentifikasi empat kategori tema respons, yaitu: (1) instrumen kebijakan fiskal daerah, (2) penguatan kelembagaan lintas tingkat pemerintahan, (3) komunikasi politik dan legitimasi kepala daerah, serta (4) insentif dan sanksi kinerja. Hasil analisis menunjukkan bahwa respons yang cepat, terkoordinasi, dan dikomunikasikan secara konsisten oleh kepala daerah cenderung memperkuat legitimasi politik dan stabilitas pemerintahan daerah, sedangkan keterlambatan respons dan minimnya komunikasi publik berisiko menurunkan kepercayaan masyarakat serta memicu ketidakstabilan politik lokal. Temuan ini memperkaya literatur mengenai keterkaitan antara stabilitas politik dan kualitas tata kelola ekonomi pada tingkat subnasional, serta menegaskan bahwa pengendalian inflasi di Indonesia tidak dapat dilepaskan dari dimensi komunikasi politik dan legitimasi pemerintahan daerah.
